The establishment and operation of Private Security Agency in the Philippines is provided for under Republic Act No. 5487 otherwise known as �The Private Security Agency Law�. In Sec. 2 of the said Act states that the organization, operation, business and activities of private detective, watchman or security guard, agencies shall be governed by the professions of the same.

Any Filipino citizen, corporation, association or partnership can organize and maintain a Private Security Agency provided that the basic requirements for an operator or manager are complied with. Furthermore, the agency must conform to the organizational structure, personnel equipment, training and clothing as provided for in the same act. The initial requirement for the number of guards in the first year of operation as well as for the succeeding years have been considered with strict compliance on the part of the agency�s operator.
